I giggled at the silliness of this and then complied with his policy and continued on my way, but it did leave me a bit upset. He let me know that it is not posted anywhere but it is a policy.
I asked where this policy is posted because I was not aware of any such rule and no one has ever asked me to do anything of the kind at any other mall I have visited anywhere in my life. I asked him why and he stated that it was a policy for the mall. I kept walking at first not even realizing he was speaking to me (why would he be?) He stopped us and told me I need to turn my baseball cap around, as I was wearing it backwards. While my wife and I were walking through the mall area, I was flagged down by a security guard. I found all of this out after the fact by digging around on the internet about the Boardwalk.
Apparently there are some 'policies' in place that are not written ANYWHERE around the mall location that were put into place because of gang activity and out of control teenagers. My wife and I were there to gamble at the Horseshoe casino, which is close by and figured we would take a quick trip to the mall for some shopping and dinner. The mall itself is nice overall and having a place to shop while vacationing there over the weekend seemed like a nice idea.
